I just tried reproducing the issue and it appears to be gone. Might have something to do with the Mavericks GM?

On Mavericks Preview 5, the app basically works just fine, but the Menubar-Icon will only update when the application window is currently shown. thanks for the suggestions, I will try killing bootcamp.exe and see if it solves the problem. What exactly does it do, anyway?
By the way, I can confirm that the problem is not limited to rMBPs, a friend of mine had the same issue with a regular 13" 2012 MBP (Windows 7).
